Do outpatient PT visits count towards therapy threshold?

Q: If a patient is receiving outpatient PT for wound care, do those PT visits count toward the 10-visit threshold? Would it make a difference if the patient was also receiving some PT visits at home?

A: If the patient is under an open home health plan of care, the PT visits provided in the outpatient clinic should be provided under arrangement with the home health agency and do count toward the therapy (and LUPA) thresholds. It would not matter if the patient was also receiving some PT visits in the home.
